PROFILE - FOUNDER, AKS CONSULTANTS

Dr. Ashim K Sinha hails from a family of coal miners. The enigma of mining led him to join venerable Indian School of Mines from where he obtained bachelors, masters and doctorate degree in Mining Engineering with distinction. He holds first class mine managers certificate of competency (coal & metal) and elected as Fellow (Institution of Engineers).

For four decades, he has been a field researcher, planner, regulator, and trainer. His contribution in the area of strata mechanics and ground control received international acclaim. He is an architect of National policy on SHE and played a key role in developing mine safety legislation. He authored two Hand books on rock bolting and safety management (English, Hindi, Oriya, Tamil & Telugu version) often cited as a reference by the mining fraternity.

Govt. of India bestowed on him National Geoscience Award -2018 for his seminal work in introducing IT enabled, risk-based safety management approach in Indian mines. In recognition of his outstanding contribution to Indian mining industry, The Indian Mining and Engineering Journal honoured him with Life time achievement award.

Key achievements

Project development, management and execution

  • Indo-Australian aid project (Aus-AID) with a financial outlay of Aus $ 3.83 million and Rs. 91.2 Lacs; Duration – Four years.
  • Planning Commission, Govt. of India “Augmentation of S&T Capabilities, Mine Rescue services, and Human Resource Development” [budget: 1150 Lacs]; Duration Five years.

Research & Development

  • Successfully completed forty research projects in the area of Mine Planning, Geo-mechanics and Ground control and published completion report.
  • Presented technical papers in international symposiums held in Canada and Germany, sponsored by Govt. of India.

OSH Management

  • Guided a total of 205 coal and non-coal mines for preparation & implementation of risk-based safety management plan.
  • conceptualized and developed occupational safety & health framework for (a) coal mines of NTPC, and (b) uranium mines of UCIL.

Training

  • Conducted more than hundred field training workshops on (i) strata control and rock bolting practices, and (ii) development and implementation of Safety Management Plan.
  • As lead training officer visited Australia to gain insight into best mining practices and exposure to cutting edge training methods.

Publication

  • Published a total of forty-two technical papers in national and international seminars/ symposium and mining journals and three monographs.
  • Edited six proceedings volumes of National conference/workshop on mining & mine surveying.

Technology transfer

  • As a member of the Indo-China Expert group, visited China twice for bilateral discussion on technology transfer in mining and witnessing testing of mine support system.

Shri S.K. Mandal obtained B. Tech. (Hons.) in Mining Engineering from the prestigious Indian Institute of Technology, Kharagpur. He was engaged in production planning and control, direction and management of opencast & underground Manganese mine operations of Manganese Ore (India) Limited for eighteen years. Thereafter, he joined Directorate General of Mines Safety, Govt. of India as Dy. Director and worked as Inspector of Mines of a group of coal, non-coal and oil & gas mines, for a period of twelve years. On his elevation as Director, he functioned as Regional Inspector of Mines having jurisdiction over of coal, non-coal and oil & gas mines for a period of five years, with distinction.
