Drawing framework for development, implementation and audit/review of Strata Control and Monitoring Plan (SCAMP)

Preamble

The essence of strata control lies in scientific mine design based on experience, utilizing various techniques optimally to prevent or effectively control failure of the strata in and around mine openings & workings for the period where access is required and also beyond, if necessary.

On the basis of scientific study, framing and implementation of Strata Control and Monitoring Plan (SCAMP) has been adopted in Indian mines [Regulation 123 of Coal Mines Regulations, 2017/ Regulation 127 of Metalliferous Mines Regulations, (Proposed)]

1. Scope

To draw a framework for development, implementation and audit/review of Strata Control and Monitoring Plan (SCAMP).

2. Work Plan

Provisions of Coal Mines Regulations/Proposed amendments in the Metalliferous Mines Regulations stipulates preparation, formulation and implementation of a Strata Control and Monitoring Plan (SCAMP) based on scientific study, considering the geotechnical data, information and the method of development and extraction of coal/mineral or the excavation required there from.

The work plan for development of SCAMP shall include:

  • Study of mine plan/sections, method of mining, etc.
  • Conduct geotechnical investigations
  • Design of support/reinforcement system
  • Develop the system of monitoring the strata behaviour

3. Resource Persons

A team of experienced mine safety and strata management professionals with proven credentials, mentored & guided by a distinguished mine safety and strata control expert.

4. Activity time line

A tentative time line activity wise, has been furnished below.

  • 4.1 Study of mine plan/sections, method of mining, etc. (on site): 03-05 days (The variation is subject to site specific issues)
  • 4.2 Conduct geotechnical investigations and collection of samples (on site): 03-05 days (The variation is subject to site specific issues)
  • [Activity 4.1 & 4.2 may run concurrently]
  • 4.3 Laboratory testing and design of support/reinforcement system (off site): Three weeks
  • 4.4 Develop the system of monitoring the strata behaviour (off site): Three weeks [Activity 4.3 & 4.4 may run concurrently]
  • 4.5 Facilitate preparation & scrutiny of SCAMP: one month.

5. Audit/review

  • 5.1 Assessment of the efficacy of developed SCAMP and its implementation at the mine to be conducted after six month/one year (on site): 03-05 days
  • 5.2 Refresher training on development & implementation of SCAMP to mine officials to be conducted after six month/one year (on site): 2-3 days

6. Financial implications

Financial implications shall be furnished separately, in due course of time.
