Development, implementation and audit/review of e-based compliance management network

Preamble

Organizations aspire and strive to ensure that they are conscious of and take necessary steps to comply with relevant rules, policies, and regulations [Section 18 of the Mines Act, 1952]. In the light of multiple sets of rules & regulations and need for operational transparency, organizations are increasingly adopting the use of concise and harmonized sets of compliance controls managed digitally, infusing the doctrine of self regulation.

1. Aim

To provide a framework for ascertaining the current status of compliance of Occupational Safety and Health (OSH) laws at the mine, along with a strategy aimed towards the goal of a complaint entity, on a digital platform.

2. Scope

The scope of work details the procedure for establishing, planning, conducting and documenting the process of review/audit of compliance management system at the mine with setting up of benchmarks for chronicling the improvement in terms of better compliance. It includes a mechanism to operate and maintain the system digitally with transparency and consummate ease; it facilitates bare minimum use of paper, thus saving precious natural resources.

3. Objectives

The project is normally designed to achieve, among others, the following objectives:

  • To provide the entity with an opportunity to assess its own OSH system against OSH system standards prescribed/adopted for the purpose;
  • To determine the conformity of the implemented OSH system with specified requirements and identify areas for improvement; and
  • To meet regulatory requirements and expectations of digital India

4. Work plan

The work plan shall include.

  • Facilitate in house review/audit of OSH system against prescribed and adopted (if any) compliance requirements with suggestions for improvement
  • Facilitate development ofdigitally managed compliance management network for ease of business, ready performance analysis,implementing or validating compliance and meeting reporting requirements.

5. Resource persons

A team of experienced mine safety professionals with proven credentials and competent Information Technology (IT) professionals with exposure to the field of mining, mentored & guided by a distinguished mine safety expert.

6. Activity time line

A tentative time line activity wise, has been furnished below:

  • 6.1Facilitate review of OSH system (on site): 03-05 days. (The variation is subject to site specific issues)
  • 6.2 Facilitate development of digitally managed (a) OSH review system (on site): 03-05 days. (The variation is subject to site specific issues) [Activity 6.1. & 6.2 may run concurrently]
  • 6.3Facilitate preparation & scrutiny of report and delivery of systems mentioned at 6.2 (off site): one month

7. Financial implications

Financial implications shall be furnished separately, in due course of time.
